Probably one of the reasons why it’s taking so long is the online aspect.

I wouldn’t doubt if the story mode is ready to go, but online is where the problems lay

They gonna focus online more than the story mode and we not getting DLC stories, like GTA 5.

Grand Theft Auto: Vice City (2002)
Grand Theft Auto: San Andreas (2004)

None of these games have online mode, only story mode included DLCs. That's why everybody loves these classic games. There are mixed feelings about GTA 5, it's worse GTA game and too much focus online on GTA 5. GTA 6 gonna be like GTA 5
