By the time 2016 hits, gentrification will be in full swing in Detroit. You can include Windsor as well, maybe Toronto. You have mountains and beaches in Michigan, Rockstar could throw in a change of seasons.

why is that?

GTA is heavily based on American culture, doing it in another country wont work, if they want to go international they can use the Max Payne franchise. Detroit just looks like another Liberty City, there's nothing unique about it visually. In the terms of international appeal, Rockstar will set their games in the most famous U.S cities, e.g. Las Vegas, Miami, San Francisco, LA, New York etc, places like Detroit, Houston, Baltimore etc just aren't recognisable or as well known.
