By the time 2016 hits, gentrification will be in full swing in Detroit. You can include Windsor as well, maybe Toronto. You have mountains and beaches in Michigan, Rockstar could throw in a change of seasons.
Despite the perception, it'd be fly.

having it take place in a composite midwest city based on different parts of chicago, detroit, st louis would be cool. this is basically what they did in san andreas with las vegas, los angeles and san francisco.
