Yeah, I don't think Rockstar expected that these many people would be logged on playing, and also the Online isn't just a deathmatch it's like a Online RPG MMO type of flow going on with the leveling up and storys, This is all new to RockStar so yeah they didn't expect it but they should have EXPECTED IT! the Game is Piff and the Online would be PIFF also if they could FIX IT TO WORK
