no, having people running around giving out millions of dollars did that. its basic economicsnah they raised prices to sell those damn shark cards
way too many people were getting enough money to buy everything, so rockstar raised the prices to offset that. Higher prices = the less money people will have left over...
shark cards were a way for people who didnt have enough time to play due to work/school/etc to be able to buy stuff, just like Battlefields buyable shortcuts which unlocks everything for a class.
Payouts were lowered because people would just grind the same high paying missions over and over again for RP & Money instead of trying out the other ones that were available... It literally got so bad that Rockstar had to lower things. just youtube "GTA Coveted Grind"... you will see video after video of people telling others to just repeat coveted over and over again to get insane amounts of cash and RP.
so if anything, you should be blaming the cheaters & exploiters, especially the ones on youtube
