Idk if you’re just playing devils advocate or what, because there are games that reference entire other developer’s games Easter eggs don’t necessarily mean the referenced game exists in that game’s universe.

The HD universe is basically a reboot of the series because Rockstar wanted to make the 2D and 3D era locations (Liberty City, Los Santo/San Andreas and Vice City) more realistic and based off of their respective counterparts. They also wanted more realistic gameplay and original stories.

In comparison the 3D era often had over the top cartoonish gameplay and the characters and stories were based off of movies/pop cultures from certain times periods.

GTA 3 - Goodfellas, Sopranos

Vice City - Scarface, Miami Vice

SA - Menace To Society, Boyz In The Hood

Easter egg doesnt have anything to do with being in the same universe. Easter egg is just some fun shyt for players/ppl to enjoy. Games make easter eggs and stuff of other games by other companies. That doesnt mean that game is in the same universe as that other game.

Like if that ammunation guy in 6 is the same one from earlier gtas, thats not an easter egg saying they take place in the same universe. That would be some other stuff.
