It would be a good start if Obama made this bill of his a federal nationwide one....

But added more guidelines to it such as:

1. Have all police officers be mandated to have dashboard cameras in their vehicles AND Body cameras as the article above explains

2. Put an end to the Defense Department program that provides police departments across the country with military equipment for free ...I guarantee you members who were in the military like @Ziggiy will tell you alot of these police officers had more advanced gear than them...

Actually, dashboard cameras and body cameras are expensive when it comes to outfitting each police officer with one in an medium to large police department. Most police departments would like to have them because it would be easier to prosecute cases criminal cases (and assist in investigating internal affairs issues) where the judge and jurors can see what actually happened. In cases where a dash cam video is part of evidence and the defendant is clearly guilty, the defense attorney usually tries to make a plea agreement with the DA's office because a trial by jury would result in a harsher sentence if the defendant was found guilty. So in plea agreements, the defense attorney can work out a deal like lower sentencing. And in internal affairs cases where the police officer did not respond in a manner according to training, then he would be open to possible criminal charges, civil charges, suspension and/or termination.
