Or he was mentally ill/gone off drugs and alcohol. The cops knew this; it’s literally the reason they brought him in. They had searched him and handcuffed him, why did they even engage him with a gun?

I can understand not charging/disciplining the shooting officer cuz he had to react to the situation presented to him. But the officer who recklessly allowed him to get the gun should be disciplined and charged with involuntary manslaughter.
