Handling cancelled plans?

First time it's easily overlookable, oh but plans are made for just a few days later oh ok. Day before that day you are looking forward to spending with the person they tell you they have to cancel because of whatever. Meanwhile they gave you a reason why they cancelled the first time and inadvertingly told you what they actually did instead. Make plans with others for the earlier day you supposed to hang the 2nd time and the day after plans with others so cool you know your window. Then cancel on you day before again.. is one actually supposed to just say ok and not mention it? Or call that person out asking whats up. Because if you gonna play with the weekend instead of being alone last minute i'd have made plans or even kicked it with the homies but no.

Is one wrong to inquire whats the deal at the second cancel? It's one thing to legit have to cancel in which case if you cared at all you would handle it like this "hey, I have to cancel our plans as much as I dont want to something important came up. i do want to see you, can we figure out an alternate time?" Vs
"So im not gonna be able to make our plans we had got some stuff gotta take care of"

I don't think it's wrong to inquire, but I personally wouldn't bother. I figure if they care enough about you they will let you know the deal. If they say "something came up" and offer no further info, I would feel they weren't into me. It's tough especially when you like someone and you know what kind of courtesy you would offer to them providing you had to cancel.
