Foreign policy is one area where Trump's rhetoric will often encounter roadblocks outside of his control. There is no chance he will be able to substantially cut U.S. aid to top recipients who voted for the resolution. The aid itself is often strategic in nature itself, so it would be cutting off the nose to spite the face. For example will the Americans stop supporting their key ally in the Horn, Ethiopia, because they supported this resolution? It wont happen, but even assuming it will the vacuum will be filled by China.

In this sense any rash aid cuts will be opposed by his generals, DoD, State Department etc. It reminds me of what happened during the Saudi-Qatar dispute when he talked reckless about Qatar, but U.S. policy there remained neutral in practice.

After the Trump administration is done with America USA on a global stage will be done no matter how competent the next administration will be.

China is having a field day. Trump being elected is the best thing to happen to that country.
