Someone who doesnt make the playoffs. Probably the Colts 
Raiders will make the playoffs and be exempt from it
With the rules in place on how they pick the teams, either the Bears or Saints will be forced to do it
Indianapolis is rumored to be that team, especially if Irsay doesn't fire Pagano. Star quarterback with back to back seasons where they have missed the playoffs....I think this is the one.

I don't eem feel like lookin up the rules and I can't recall off top. But I thought you could volunteer even if you are exempt? Or does the league just pick the teams?
