The answer to your question is no
only gangsta rapper period to hold that spot you talk about was Pac, and because he was more than just gangsta rapper
even when 50 was at his peak selling all them records he never had the throne

T.I. is the obvious answer. Jeezy has never been the "hottest rapper" or most popular even in his 2005 prime. People tend to forget how big The Game, 50 Cent, and that whole Houston Movement spearheaded by Mike Jones was at the time Jeezy blew up. That's not to say that Jeezy wasn't one of the hottest or one of the most popular rappers out at the time, but to say he owned 2005 by his lonely is a stretch. 50, The Game, and Mike Jones & the whole Houston movement were big in the streets. You had 50 going at everybody and not to mention he had songs that were big in the streets ("Position of Power", "Piggybank", "A Baltimore Love Thing", etc.). There's The Game who was the biggest new comer at the time who had a huge presence in the streets. With Mike Jones & the Houston Movement, "Still Tippin'" was huge in the streets before it blew up and became mainstream.
