There are currently 107 HBCUs. Fifty seven (57) are private. Fifty one (51) are public. The 51 public institutions were created by State legislatures under the "separate but equal" policy that existed during their creation after the Plessy v. Ferguson case. Over two thirds (2/3 or over 66%) of HBCU students attend public institutions.

The 57 private HBCU were founded by a combination of either Black and/or White Churches and/or private individuals. Sometimes HBCUs were named after White people that made financial contributions, but they may not have actually been the founders. That is the same thing that is done today when a rich person makes a contribution to a school and they name a building after the donor.

edit: Notice the number of the private HBCUs that were founded by Baptist, Episcopal and Methodist churches with Black and/or White congregants. So as you can see the majority of private HBCUs were founded by Churches. Even some of public schools were founded by Churches and the States later made them public. That is why I always tell African Americans that HBCUs were really left to us by our ancestors and even if you did not attend an HBCU or any college at all, we all were gifted these institutions by our people.

So the answer to your question is NO.

They wouldnt exist without the initial and continued financial contributions of said CACs..which mean they were founded by CACs

This is good as VSU personally gave me an shot with low sat scores but my only issue with HBCUs is the amount of debt they put on the students. Maybe I should of tried for scholarships( had a GED and poor SAT scores) but i never finished high school and was just happy to get into a college.

Anyone more knowledgeable please enlighten me but is there any plan or action that HBCUs have to try to lower tuition cost? Most people I know that went to HBCUs usually transfer out when they realize 4+ years is going to put them in debt 40k+. Then many of these majors folks are majoring in do not provide no substantial income to offset their loans.
nikka if you want free school go to community college.

Overall this is great. Im glad the youth are un learning the c00ntastic behaviour of my era. Thank God i went to an HBCU as it prepared my for life far better than my peers that went to PWIs

Every black church was affiliated by bigger white churches including the original African METHODIST EPICOPAL ...and again these schools were not and are still not teaching blacks to solve there own problems.
