The tail was missing too….likely a rotor strike to the tail boom and disconnected afterwards…
Any very sharp vertical maneuver at speed could do it since the rotors are very flexible but I don’t think that is what happed here with tourists onboard. I believe this was a mechanical failure where the rotor assembly basically detached from the body, chopped off the tail and still had enough energy to continue free spinning into the water…,How would the rotor hit the tail?
