I could charge you $1000 a month to sleep in my spare bedroom, but if the guy next door will let you rent his entire house for that same money, I have to either lower my rent drastically or accept the fact I'm about to lose a tenant. I cant force you to stay and pay whatever I want.

Leaving you with a tax base that doesn't generate much actual money and you're on the hook for all types of social programs you can no longer even pretend to be able to afford.
