they gotta restrict internet use for some people 
It meant to say "White CIS women".
Then some confused, low self esteem brethren thanks her for her disparaging ass comment. It's some dumb ass shae butter "Brothas ain't shyt" babble.
Think NOTHING of it. The abbreviation CIS should have been enough to let you know to ignore the whole tweet.

What does cis mean?
If you don't get what she's tryna say, Dave Chappelle made this joke in his Netflix Special "Deep in the Heart of Texas." Joke is 22:20 if you need the time. If you don't got Netflix here's the transcript.

The issue with it is this is a point that women commonly use with other women in regards to sex with men who don't respect them, but men as a collective simply don't care as much about this kinda thing. PAWG is a PAWG is a PAWG.
