Although it takes advantages of deals, it doesn't list them all. I got an Athlon II X4 for about $30 (3.0GHz), which is DEAD CHEAP new thanks to some Microcenter shenanigans.
On the plus side of cost savings, you'll also get building knowledge and experience.
