All a President has to do is reallocate funds in the existing budget in a way to provide jobs and affordable housing to the serfs in congressional districts vital to his re-election. And have a foreign policy good enough to stabilize oil prices. Doing one, and/or raising taxes to do one, without the other, guarantees defeat, either for the President, or the Congressmen and Senators who collaborated with him.
