Togashi was hyping up the fact that the main stuff for the first 10 chapters was done and that he was going for 10 more. And like 2 weeks later he starts tweeting about his body acting up again 
From his tweets, he's basically doing the bare minimum as it is. He also changed to digital.
Creatives never want to hand over their work to others no matter how good they are. Even more, Japan doesn't have a culture of stepping up for artists when things go like this. Miura and Berserk was an exception.
