Breh, crime is down, yet these private prisons have to be filled. If there's no crime, then you simply create it.
By suspending kids from school for a prolonged period of times(multiple months to a year), you increase the chances of crime. If he can't go to school; no company will hire him since he has a record, what else will he do?

We had one substitute in high school that looked like a porn star and had t*ts like Pamela Anderson. She had dudes sitting in her lap. Some don't mind, but it's really not smart for folks to be touching and hugging on each other.
