I'm aware of the 13th Amendment and the exception clause.
The exception clause does not mean that all forms of prison involuntary servitude or slavery are permitted. The 8th Amendment against Cruel and Unusual punishment still exists.
It hasn't been tested in court whether keeping nonviolent offenders in prison for as long as possible for the express purpose of exploiting their labor would violate the 8th Amendment against "Cruel and Unusual" punishment. It hasn't been tested since Kamala's office failed in their efforts to carry it out.
I'm just pointing out that his views on prison labor are very much ingrained in American history, the constitution, and modern practice.
