Even though the attacks were the mastermind of Bin Laden who was holed up in Afghanistan, the Neo-Cons used it as an excuse to attack Saddam. When the Iraqi army was disbanded & a new government & armed forces were installed, the old Iraqi Generals were kept out of the new regime by the Bush administration.
