More than likely. If anything, it also really targets any measure that shows preference, racial or otherwise, at any college. The issue with hispanic serving institutions that a lot seem to be missing is that the label can be tossed on any college with a certain percentage of hispanic students. So a regular public school could be considered a hispanic serving institution. With this, they could, conceivably, further target schools on the percentage of black people within them. This is my main concern. The fact that hispanic, often said to not be a race, can be targeted like this is interesting and even more concerning for black people by extension.I wonder if this lays the groundwork to defund HBCUs on the grounds of discrimination. A (predominantly white) institution might argue they miss out on millions in govt funding that is designated for HBCUs.

Ten high school graduates were awarded San Angelo NAACP's higher education scholarships this past month.
Scholarships ranged from $500-$750, with a total of roughly $6,500 being awarded this year, said Garland Freeze, president of the local chapter.
Winners were announced at the May 5 NAACP meeting.
Scholarships are open to any student graduating from San Angelo ISD, local private schools or home schools who are seeking a higher education.
To earn a scholarship, students do not have to attend only a university, but can also pursue a higher education at a community college or trade school, Freeze said.
