Problem is Americans are against a massive socialist state..
Forgetting theyre already getting taxed to hell, may as well have those taxes pay for higher education and healthcare..but its student loans and no healthcare for most.
which would accomplish what, making that degree almost worthless? making college the new high school diploma? i don't want to pay for kids spending 4 years drinking and getting a bullshyt ass degree in art studies
college loans should be given at 0% interest, not the 7% they're at now. but if you want to go to college, you should pay for it. college is not necessary; it's a choice

More than likely. If anything, it also really targets any measure that shows preference, racial or otherwise, at any college. The issue with hispanic serving institutions that a lot seem to be missing is that the label can be tossed on any college with a certain percentage of hispanic students. So a regular public school could be considered a hispanic serving institution. With this, they could, conceivably, further target schools on the percentage of black people within them. This is my main concern. The fact that hispanic, often said to not be a race, can be targeted like this is interesting and even more concerning for black people by extension.

The same way more blacks voted for Trump than past republican presidents but you wouldn't say "blacks went for Trump". You can make the point without being factually disingenuous.

Ten high school graduates were awarded San Angelo NAACP's higher education scholarships this past month.
Scholarships ranged from $500-$750, with a total of roughly $6,500 being awarded this year, said Garland Freeze, president of the local chapter.
Winners were announced at the May 5 NAACP meeting.
Scholarships are open to any student graduating from San Angelo ISD, local private schools or home schools who are seeking a higher education.
To earn a scholarship, students do not have to attend only a university, but can also pursue a higher education at a community college or trade school, Freeze said.

It’s almost like this administration wants to create conditions for high crime to put high numbers of certain groups back in prison.
Impossible. Primarily for 3.reasons
1) many hbcu(s) like Howard or Tuskegee are literally built on federal land meaning the feds have a lot of leverage. Or have land in a trust by a racist state govt, which must be kept in check by the feds(most of the rest of hbcu(s))
2) The point of universities is research. Almost all the research is directly or indirectly funded by the federal govt. Even industry research from Facebook or Moderna is often based on indirect contracts with DARPA or the CDC. Usually, The excess from federal govt funds subsidizes the other programs of the University. Student tuition isn't what funds these schools.
Furthermore, Professors get much of their pay dependent on how many federal grants they can get for their lab. Their grants pay a big chunk of their salary, not student tuition. For example NIH k grants and MIRA awards pay almost 75% of a medical professor's salary.

3) In theory, you could self fund a lot of this , but it would very quickly price out most of the black population if they had to foot the full bill for college facilities, admin, and professors. Most students are unaware that a big chunk of of their education is subsidized.
Some groups like the Mormons have managed to run schools independently with entities like BYU or Ensign College , but they could only accomplish this because they had a mandatory tax(tithe) which their people religiously pay. Good luck getting this type of cooperation from black people.
