I'm assuming your car is stock. Adding performance mods is byremoving stock restrictive oem/factory parts (like the down pipe for example) and replacing it with an aftermarket part and tuning/tweaking the ecu (computer/chip) to make the car accerlate faster,possible get more mpg, unlock speed limiter, etc etc. Think of tuning the ecu of your car is like jailbreaking an iphone. By tuning you car you can unlock its potential and by adding aftermarket parts, you'll feel like you're driving a whole different car.
Carbon fiber hood is considered as an exterior and a weight reduction mod. Less weight and more power good as long the cars handles well too (suspensions,tires,breaks, rear sway bar plays a role in the handeling dept)
Carbon fiber hoods are expensive. And imo they're just "a cherry on the top " for street car tuners. Meaning that its not a necessary mod (unless if you take your gutted out car to a track, drag strip or illegal street race where there's $$$ involve) but it will make your car's appearance "mean,clean,agressive,sexy or bad"
