You have to look at each individualy. Sting himself says it's 100% not Seth's fault.

See how Ambrose took the powerbomb compared to Balor. If Balor doesn't stick his arm out he's fine.

Yeah, I don't think the Bucklebomb is some inherently dangerous move, but if they ban it its fine. It was best used to setup the Curb Stomp anyway, which they banned after hurting exactly nobody. Seth has a hundred other spots in his bag of tricks either way
