1. Move the Phoenix Coyotes out of Phoenix. There's a reason why the Atlanta Thrashers moved. ATL is not a hockey market. Why stay? Same thing with Phoenix.
2. Move (Columbus Blue Jackets) or start a team in Quebec City. The problem has always been funding a new arena. The good thing is that the city leaders were stingy and didn't foot the bill. How many American cities are screwed over with an arena and ice hockey team that isn't bringing in revenue? I think they avoided a future bankruptcy by not building a new arena. I don't know if their economy can support a pro team as successfully as Winnipeg.
3. New team outside of Toronto? They have the financial backing and hockey fan base, but will it work? There is only one major citiy with three NHL teams, but the NYC area is an exception.
4. It's too hard to create a fan base in a non-traditional hockey market. The only other city I can think of were you could have an NHL team would be Hartford, Connecticut. The Whalers used to be there.
