It shouldn't matter if he forcibly raped her or not.
He committed the offense when he was 18 and the victim is 14.
In Texas, it is illegal for an adult (someone 18 or older) to have sex with a minor (someone younger than 18), even if the sex is consensual. Those who break the law have committed statutory rape.
The fact that he was found guilty of forcibly raping her was just something the aggravated the original statutory rape charge. Which means he should have gotten even more time.
No way he should have gotten a slap on the wrist like that. Most likely the victim was a black female with a checkered sexual history.
The prosecutor will likely appeal this sentence.
