Not really.
It depends where people are from in said countries. Some areas are blacker. Some areas are whiter. Some areas are more indigenous. For Example, Not every Puerto Rican has the same Ancestry. Someone born in an area where African slaves settled maybe much blacker than some who is from an area in Puerto Rico where European Immigrants Settled (after slavery during late 1800 -1900). It's different for each country.

It's ok to call white latinos white. We don't call African Americans with 10% European ancestry White

so why are we calling people with majority European ancestry non white? That makes no sense.
