Cheney was very powerful, but there were competing spheres of influence in the Bush administration. Part of the reason being that Cheney himself did not have a political constituency that he could leverage to put pressure on Bush. And as time went by Cheney's power actually greatly diminished.
Bannon is the alt-right's savior. Trump knows he cannot afford to lose their support. Even though they are relatively small in number, their influence is greatly amplified. Look at how he's been able to insert himself into every major decision that has been made thus far - both domestically and in terms of foreign policy. And when there are potential sources of competing viewpoints, he's able to weaken their influence (Kushner) or put himself in a space to act as a buffer (for instance the decision to give himself a seat on the National Security Council - done to prevent Flynn from having an unobstructed line of communication with Trump).
