When you're talking about who is a worse character, you're not looking at the scale of feats or depravity based on powers. If you gave Omni Man Homelander's powers, he'd execute his objective the same way in a limited capacity.
However, if you gave Homelander Omni Man's powers, there very well not be a universe left. There's something fundamentally broken in Homelander, a viscous nature that makes Omni's detached indifference seem sane.
Omni doesn't care that you're suffering, he's just punching a clock. Homelander knows you're suffering and actively looks for ways to make it worse.

I think that’s why some people say Homelander is worse. Homelander is a human and Omniman is an alien that they don’t expect to have human emotions.
