I think he was still deciding WHILE the match was goin on.... probably had a huddle with Punk, Ryback and the ref right before they went out....

I think they had a different ending, and then Vince panicked like 5 minutes before the match and called an audible. I mean how could they have wrote that up at a meeting and everyone at the table was like, great idea!
It was the right one, just cause it was hilarious. That ref had his hand up in Ryback's groin for 5 seconds in order to have dramatic effect and so these kids with short attention spans could get what's going on.
