They probably ran mad scenarios for two weeks the writers were split

HHH: Vince, Punk has to win we have him/Rock in place, Ryback is still new and a transitional reign would hurt his mystique and we could give him a goal if Punk gets out of the match dirty.

Its the same shyt TNA does now with Hogan making decisions seconds before the match starts, ecxept with Vince theres no cameras and its real.

they should just had Foley guest referee and then turn heel in same way... his character need to reboot anyway... missed opportunity

But with th incident between the ref and Punk a few weeks ago could the E have been planning this all along. Maybe with Cena in place of Ryback.

The finish of CM Punk's WWE title match against Ryback at Hell in a Cell, with referee Brad Maddox 'screwing' Ryback out of his win, was decided upon by Vince McMahon at the last minute.

As for why Maddox wasn't at RAW to explain his actions, WWE wanted to keep him off television for a week to sell the effects of Ryback's attack on him at the pay-per-view. Maddox is expected back on RAW next week - F4W online
