The same way they end up like that in any city. LA's most appreciate comparison is Chicago with way more structure. Gang culture in ingrained in the culture there. In a city like Atlanta it's a lot more clicky and gang affiliations change like the direction of the wind. In LA where you're from and the gang in that area is largely unchanged for decades.
