It was an independent group whose purpose was to report on - publicly - wrongdoings by House members, but it was ultimately up to the House Ethics Committee to pursue.

If its independent, why is their existence dependent on support from the very entity theyre here to keep in check..?

I see no point of the IEO existing.
The house Ethics committee should cover this, its their job, on top of that, no government affiliated entity is independent. NONE.
Most likely a backdoor funding to political action group than what its name was.
