Jay doesn't have 4 classics, he has two which are Reasonable Doubt and The Blueprint. The Blueprint is one of the most overrated albums of All-Time, but I'll give it classic status.

Nas has four classics which are Illmatic, It Was Written and Stillmatic, Life is Good (modern classic). God's Son, I Am..., Lost Tapes, HHID are solid projects but not classics.

My criteria for classic is critical acclaim, influence, amount of bangers, lyrical content and production.

Nas wins IMO he has arguably the best discography in rap.
I fukk with Magna Carta, one of my favorite Hov albums but it's not a classic just a solid 7/10 joint.
