Personally, I think its because once you're determined to be a suspect, a lot of the sympathy people have for you goes out the window. People assume that the only reason the cop overreacted is because the suspect forced their hand

Economic empowerment can't be protected if control of the state security forces aren't guaranteed - and we know that won't happen. Even if majority Black communities ex. Ferguson

America is more segregated than we like to admit. The fact of the matter is, if they can afford not to, white folks ain't trying to live around black people. As a result, there are large swaths of white people who do not interact with black people at all, even if they technically live in the same city.
These white people get their entire understanding of black people from the media. From the news, rap music, and TV shows/ movies. As we all know these mediums paint a very unflattering portrait of black americans. We've become so inundated with media that we tend to create our realities according to it.
So when a cop shoots a black man, the jury, the public, and the judicial system default to the idea of black men as a super aggressive predator and the police as the brave protector of the community. They conclude that the police had to shoot the man to save his own life and that of the community. "Have you seen how they live on TV?", "the things that they say in their music?" He was in fear for his life.
This will continue as long as we insist on living with them. Even if every black person consciously made an effort to appear non threatening and respectable, the negativity sells and there will always be black people willing to portray that negative image in the media for fame and money.
The only "black" communities are either affluent, or ultra poor. We need communities with all of the above in the same community. Buy enough property in the same area to run the white people away completely. Then take over the city or town council, appoint our own sherrifs or police chiefs, elect our own district attorneys, pool our tax money into building our own schools, growing our own food so our children can be properly nourished, funnel those children to our own universities, and send those children out into the world to represent us but have them come home

I didn't take my momma seriously at first when she forced me to enroll in speed reading and typing classes at the local public library.
This was around age 10 so about '95 a year or two before we got a computer at home.
I don't know about alot of yall nikkas man but I guess I can see why you slow. Here in NYC it didn't matter and it still dont' matter how poor you are you ALWAYS got access to some kind of resources.

@Slang Dussain Ali while I agree we have the upper hand in some regards we can't win because our numbers and coordination are too low. If we had superior solidarity to Asians and had our knowledge on lock we might be able to take control.
But our scientific, trade and economic knowledge is severely lacking. We wouldn't be able to maintain a stronghold. Genghis Khan won because he acquired massive amounts of intelligence about the enemy it's culture, strengths and weaknesses, societal structure and scientific innovation etc.

Eventually, but first we need to know who's on the team and who's not within our community. We need be able to identify our brothers/sisters.

The first sentence isn't true at all, and perpetuates a bullshyt stereotype that there aren't any working/middle class black people earning a check for a living. Like every single black person is living on govt. assistance in the hood, and the only black people with money are entertainers or athlete. Everything else you're saying is already happening in black cities, and has been happening for decades. Especially, about schools; white flight occurs when black people send their kids out to suburban schools, that's nothing new, and there's quite a few black-owned charter schools, at least in Memphis
