How come Black Head Coaches don't hire Black Offensive Coordinators?

DO MOST OF THEM EVEN GET
THE PULL TO HIRE THEIR OWN OFFENSIVE COORDINATORS?
I'm pretty sure any new HC is allowed to choose their own staff.

I think the running backs coach (this is where I primarily see brehs on offense) to offensive coordinator pipeline is non-existent. Whereas qb coaches regularly get made oc.

If I'm not mistaken, the Texans with Lovie was the last Black HC to hire a black OC, and that was only because the Texans were actively tanking. So they didn't stand a chance.
I'm tired of this shyt. That's why all the black HC's are defensive. That's by design. They're safe, and they won't do anything that could come off as "rocking the boat"

Most HC's today are offensive with a QB background, and most of them were coordinators
I understand that but how prevalent is it for QB coaches to become HC?

Half the league's coaches were QB coaches
That I can think of:
Adam Gase was a QB coach in Denver
Brian Daboll in Buffalo
Kevin O'Connell in Washington
Andy Reid in Philly
Mike McCarthy
