How come Black Head Coaches don't hire Black Offensive Coordinators?

There's the "QB coach-to-HC pipeline", which is really just a dog whistle

If I'm not mistaken, the Texans with Lovie was the last Black HC to hire a black OC, and that was only because the Texans were actively tanking. So they didn't stand a chance.

I'm tired of this shyt. That's why all the black HC's are defensive. That's by design. They're safe, and they won't do anything that could come off as "rocking the boat"

isn't a QB coach different than a offensive coordinator?

I understand that but how prevalent is it for QB coaches to become HC?
That I can think of:
Adam Gase was a QB coach in Denver
Brian Daboll in Buffalo
Kevin O'Connell in Washington
Andy Reid in Philly
Mike McCarthy
