It is the Chinese businessmen who have made money on the Chinese Industrial Revolution. There are government officials who have also made money on bribes.
There is so much industry in all the major cities in China. You have plenty of factory workers willing to get paid peanuts. They can sell products and manufacturing at a fraction of the cost that it takes to make the same item in the US or Canada or Europe. But Chinese money isn't as stable as the US dollar, so they use their assets and buy real estate, because if the Chinese monetary unit ever crashes, they'll still have equity in the property they own in North America. Its an investment.
