I haven't figured out how to do this. I'd like to create and take part on the Betting exchange to greater degree.

Betting exchange and then create bet in thebupper right corner. Anyone can accept your bet from there.

For the sports book I'll have the sweet 16 onward on the sportsbook. Ill also add hockey playoffs and NBA playoffs when the time comes.

Looks like I don’t have the “Create Bet” functionality. Just checked but nothing is there for me.
