a few factors
- America is still the largest economy per capita in the world, and most Blacks still live a fairly decent lifestyle because of this (although way too many of our community lives in fairly terrible conditions do the outright economic warfare historically waged against us)
- folks find it hard to permanently leave their home country no matter how fukked up it is towards them
- Africa is still recovering from colonialism and is still relatively undeveloped which makes it harder to attract black expats who don't have direct recent ties though the tide is turning for a good chunk of African countries, they are still a few decades away
- West Indies are a bit more developed but suffer from some of the same problems and don't have as much land to hold a bunch of immigrants
- Europe and Canada have funky immigration standards and many of the same racial problems, though probably not to the scale we do here in America
