Which it doesn't. Unless kids understand the concept and have the knowledge of how to spend money it doesn't matter. A black man who runs a business will give his money to his family. His wife will go to the Asian nail salon to get her nails done. She might get her weave from the Asian beauty supply store. The kids will buy Jordans and Nikes. The shyt don't matter.
"Buying black" would mean stop wearing Jordans and Nikes, wearing weaves, getting nails done, no more chinese food, pizza, no more Gucci, Louis V, no more jewelry, no more exotic cars, etc etc....
This is why I asked actually.
What you posted will never happen tho.
Though the bold is true, it doesn't have to be true. You're implying that "buying black" only applies to the first consumer. But who is to say that the owner and his family aren't buying black as well

There are two MAIN issues at play:
People aren't industrious in general
People don't talk to each other
Both of these plague black business development.
If you buy from a black business (and can get to the owner) then you can easily chop it up with them about who they buy from and how you can support each other. And then, if you have something to offer, that owner might buy from you.
If there is a need for black hair products (for example) there is nothing stopping any of us from setting up an online store, buying the products, and reselling them. You can then use that leverage to talk to a business owner and say "hey man, thanks for the food
I appreciate what you're doing for the black community. By the way, I have an online hair care business. If your wife needs anything, I'd appreciate you consider giving me your business. If she has regular orders I can set those up so I have what she needs when she needs it. Here's my card, I look forward to helping her out and helping her friends out, so we can support each other and both thrive"and boom... a business connection is made, two black entrepreneurs are now connected and can get goods from each other. If we linked like this and multiplied it, we would be circulating our dollars with one another and strengthening our economy. NO (and I repeat NO) culture in America has 100% of their dollars recirculated into their community. But scenarios like the one above will increase the time that the black dollar stays in the black community
