Physically, it makes little difference in the order. A team's aggregate time should not change much with the different orders. However, in track, there's a concept of pulling the field or setting the pace, where the leader will motivate the competition to run faster in an an effort to catch up . With the lead Poland built using their men early, they just motivated the other teams to run faster and they had no men left to compete with the speed they set. I'm actually surprised that some team didn't use both women first.
