For example, did Bobby Shmurda's team/label pay Jay-Z to cosign "Hot nikka?" How much did TDE pay George Clinton to call Kendrick Lamar 'talented?'

Co-signs don't cost anything per se. But they are usually at least in part motivated by business, if an older rapper co-signs a newer artist, it's usually as a means of staying relevant, or as way of prefacing a potential collaboration. So in short, it's done on a case by case basis.
