You get in the door with a Masters as upper/middle management... Operating at the strategic level puts you in a volatile place where most companies are trying to trim the fat.

Look into the Scholarship for Service program (no military service required).
It's a program that pays for an information security related degree and you are required to do an internship and work for the government (for a limited amount of time) upon completion of the degree program.
It's a great program, if you get in with the right agency you can get a clearance too. Once you've fulfilled your obligation you have a free degree and federal experience and get an immediate raise when you go into the private sector.
