Cabral said that of the five East Coast cities where she has lived, she has experienced the "most aggressive and persistent street harassment in Philly."

The non-profit organization Hollaback! Philly on Thursday presented its case for fighting street harassment at the hearing moderated by Councilman James Kenney.

The group's director, Rochelle Keyhan, said the results of a survey found that 93% of the 416 respondents had experienced some form of unwanted attention from a stranger at least once in the past week, and a significant percentage said that it had happened to them several times a day.

She detailed the types of harassment that occurred most regularly, such as staring and being honked at from a car. A Cabral-produced video was played that showed teenage girls reciting some words they have heard called at them: "Damn!" "You 18?" "Can I get your number?" and "Oh, so you don't like boys?"

The speakers at the hearing were varied in their backgrounds and occupations, but each shared stories of harassment that they said had ruined their day and made them feel unsafe. One person who identified as transgendered, lesbian, disabled and low-income spoke of being verbally and sexually harassed on a SEPTA platform and receiving little help.

Anna Kegler, Deputy Director of Hollaback, said that when harassment happens in public areas, "We receive the message that we do not control these spaces."

Hollaback has proposed leading a citywide "safety audit," based on a U.N. model, that would train community members in different neighborhoods to assess potential dangers in public spaces, such as poor lighting, abandoned lots, and little foot traffic. The group asked for support from the city as well as connections to others who could further the effort. They also suggested bringing a D.A.R.E.-like, age-appropriate, anti-sexual-harassment-education program into the schools.

Councilman Kenney told the group "men need to understand that they have no right" to harass women, and said he saw a need to "bring a better sense of respect ... and decency" to the city's streets.

i meet chicks at house parties, the club (worst success rate unless its a one night stand), the street (anywhere in public), and the odd time through a girl homie that I might know.

i dont know why i was tagged. i said my piece in the other thread. if you dont know how to bag girls in public with a 10% success rate your social skills are trash. Always remember, its a numbers game. That being said I'm 23 now and getting too old for street/public bagging. I'm a lot pickier the situation has to be right or I wont bother cause girls are too gassed nowadays.


Meeting girls through friends can get messy. Either the girl likes you herself and doesnt wanna hook you up or the girl will be all up in your business. Girls rarely hook brehs up unless theyre already taken.

If you a good looking guy with pizzazz and personality, what you got to understand is that women will be even super extra territorial.

They don't want to be the catalyst for the match making of a great relationship (that they could have been in, hypothetically, even if the dude SHE dating is your BEST FRIEND - cuz most of these hoes look out after number one, what essentially makes them happy and who tickles their fancy/gratifies them the most).


As for cold approach, i've noticed that I'm not as aggressive or inclined to step up to women that i have no kind of relationship to. It just feels so contrived. And I know where most of y'all cats are coming from, but the older you get, the more comfortable you feel in certain settings and less in different situations.


You can say that, "Oh of course Howie can make such a statement, he's in a relationship."



But let me tell you something, i've never met a woman through the internet. Fukk that shiit. I was selecting random damsels traversing the mean streets of society (i met my broad at a lounge. After telling my friend to dare me to confront three women already having a conversation, i impeded. Long story short, fortune favors the bold. If your game tight, two of the girls will point or subtly suggest which girl is single and you good from there - that's how i met my current squeeze).


Ugh... in retrospect, i was a bad ass back then (and my posts in The Mens Gems thread indicted likewise).



Would i go back to it?



Yes, i would. In a heart beat. As a matter of fact, i still flirt with women at work, the grocery store, sisters female friends, the dry cleaning lady, the mail man (when its a woman, yes hetero)... even Coli chicks just to keep my game blade sharp.



Street harassment laws are not ideal because women are tolerant based on aesthetics and approach. You can't quantify it because every broad is different.


But you really don't know until you try.



Where one turtle lays its eggs don't mean the next one won't bite it!!!

There arent the same connotations or intentions from a woman saying hello to a man.

Some breh in the other thread said 'just cause i say hello to some random chick doesnt mean i want to fukk'.... nikka sit all the way down with that bullshyt. Dudes approaching women on the street is an implicit invitation to sex, period.

So no, there's not a huge difference. And in any case just cause something is illegal doesn't mean it comes with some punitive punishment. They generally just tell pan handlers and solicitors to stop and leave.

The men who support criminalizing men approaching women with sexual intent or not are forcing their inadequacis on humanit. It's disgusting stop it.

I said in the other thread if you're concerned about How men speak to women, work with the school district to put mandatory manners and ethics classes in elementary -high school education.

Hitting people with jail or fines is only going to increase rape and make men thatbwant to aporoach women publically adapt.

It doesn't make sense to me either...legally, Harassment in NYS is a misdemeanor anyway...it's a "catch all" to describe all types of harassment.

Plus there are Haraasment violations....but they don't carry an actual penalty. So what is there left to do? Issue summonses to appear in court and pay fines? :stopitslime:


It seems like this is just feminists politicizing an issue.

I think there's a huge difference between greeting a woman and between continually begging her for change or attempting to sell her something. Let's flip the script. If a woman says hello to me in passing, I should be able to put her in jail or get her fined right?

This is an interesting point...is this law meant to be a two way street? Or a one way dirt road?

Because, truth be told...women can be just as forward towards a man that they are THAT attracted to in NYC. Are the police who enforce these laws going to apply them equally across gender lines?

As a tall and attractive male...I deal with this shyt all the time...the street, public transit, the club, grocery stores, when I'm at the counter buying shyt, etc etc. I have rarely been harassed, but I get stared at like meat (sometimes extended stares, like looking at a man for 5 to 10 mins...or for the whole night at the club, etc.), get approached often (by male standards), and generally get a lot of attention from women. I only feel harassed if I'm being followed or bytches is licking their lips or borderline fondling themselves (it happens). But a woman trying to start a conversation? Not harassment.

I'm sorry, if you're an attractive woman, getting hollered at is just part of the package of being attractive--live with it. It could be a lot worse. If these girls were ugly with bad body genetics and never got approached they'd be complaining to their girls about it. I understand if this shyt is happening on lonely streets at night then it's a legitimate safety issue, but dudes politely approaching you in daylight (which is the case in 90% of the instances in that video) is not harassment.

In summary: This is some bullshyt.

Honestly, this is another way to punish black males, where i'm from and the cities I have traveled across the United States I only see black males being the only ones bold enough to holla at women cold and I myself grew up doing that. Majority of women I been with I pulled them on the street, grocery store, bus stop just to name a few.

As I got older I no longer feel necessary to take the same steps in pulling women, I put myself in positions to be chose instead of the other way around. Of course my numbers are low compared to before but I got enough experience to make my own top 100 if I wanted so im contempt and can afford to wait.

Lastly I feel like soon as black males the strong ones will eventually be wiped out by the powers that be, lames, sellouts, and snitches in our community if we don't plan smart. Just look as that bullshyt ass commercial with stupid nikkas talking about "no more" this or that. These the same nikkas you couldn't pay to speak on Mike Brown or other fallen black males at the hands of racist white people.

Everybody is protected except for black males, women, gays, jews u name them are all protected. So yeah I changed my game just because I seen this coming years ago but not because bytches were complaining but because my priorities are different now, majority of bytches really ain't shyt and i'm not about to waste my energy chasing trash. I rather be chose.

As some of you have already said this is just another way to throw black men in jail. It will reach a point where simply asking a girl for directions would warrant harassment if she don't find you attractive.

What gets under my skin is how black women are cosigning this nonsense. It breaks my heart seeing black women blindly go along with feminist bullshyt. I try to explain to some girls I know that this shyt is just another way to put more and more black men in prison and they're completely oblivious to that and easily dismiss it as conspiracy nonsense. Some times I feel that women in general are fukking stupid.
