most of the NCAA staff was reassigned to Madden, which as you know, is worked on year round

Plus they aren't allowed to profit off of the game. The literal only way they would do this is to just add it on PSN. Even if they wanted to make physical copies, that requires them to use money for manufacturing and the likes.
