Nah, this is the media spin but certainly not true, congress passes bills all the time without a peep from the media. Under Obama, under Trump, under Biden... the media only covers the fights. There was a thread highlighting how many bills are actually passed during these "stalemates".

People always think the Pentagon budget is solely used for weapons but that’s not the case. That’s why I take people’s heads exploding over a budget increase with a grain of salt until we see where the money was spent, or at least the money we can see.
