I wouldn’t … he’s doesn’t stand out in the singles he’s done. However , if he turned heel And able to shoot his mouth for heat , miz is a two time
Champ and he’s bland in the ring and , woods is better than miz. That would be his only shot IMO

This works best if KOTR is brought back.

Assuming KOTR is in June, have him win KOTR on some underdog shyt and get a title match at Summerslam. Book his tournament run like Bret Hart in 1993 but without him actually getting pinned in the finals like Hart did versus Bigelow, UNLESS it is done in a fashion where breh's foot is CLEARLY on the rope prior to a three count.

Come Summerslam... he loses a solid match that at several points he probably could have won but his inexperience in these particular big-match situations costs him.

The next night, whoever is the IC/US champion at the time (must be heel and ideally an established sort that just won the title at Summerslam) should try to poke fun at his expense, indicating that Xavier's run was a flash in the pan that was exposed as such at Summerslam and for all that clamoring for KOTR, all he did was waste it, indicating that he'll never be on the level of his brehs Kofi and Big E. For added measure, have said champion win a non-title match over him on some fukkery/cheap tactic shyt later that night.

This sparks off a feud with a bit of a slow burn where Kofi and Big E -- who see the potential, obviously and want him to complete the cypher -- help Woods find that inner dog and from there, they let him cook as he evolves from underdog into a legitimate handful as a singles competitor. Come Survivor Series, he takes the midcard belt off the aforementioned antagonist in somewhat decisive fashion and embarks on a strong run as champion, including double-duty at the Rumble where he pulls an Ambrose (steals the show in a successful title defense, last man eliminated in the Rumble after spending a good chunk of time in the match) and gets through Mania as champion. Have him drop the midcard belt late spring/early summer (May or June).

Shortly after, Xavier qualifies for and wins Money In the Bank. From there, it's just a matter of time before the cash in.
