Create opportunities for kids to stay out of trouble and capture their attention from a young age
Invest in schools so that the teachers are equipped and supported and actually give a fyck about the kids, create after school activities and opportunities that are engaging to kids (sports, music, art, etc.)
Make the kids FEEL safe. Have police walking kids to and from school. Set up a patrol so that kids feel safe and encouraged to go to school
Depending on how "unsafe" the area is, propose a curfew. I know that adults can be out at all hours of the night legally, but zone the unsafe neighborhood as one with a curfew and if people are hanging outside late have police speak with them and figure out what is going on. Go from a warning to a citation and on the citation say "if caught a third time it's probable cause to search you"... If people are doing illegal things then they should get the message to start doing them somewhere else
Basically: Do things to engage children before they can get into the cycle of bad behavior, and do things to make it uncomfortable for those who are committing bad behavior to stay around.
