Puerto Rico is a US colony ("unincorporated territory" is a horse-shyt term), and due to the US leeching money from the island, much of the brain-drain as PR come to mainland US, and the massive debt/poverty issues of the island, much of the infrastructure was in incredibly poor shape or nonexistent. Think of Haiti during the earthquake, a massive amount of the death toll and the damage was due to the poor engineering and upkeep, because of poverty and corruption.
The US should have had the Army Corps of Engineers as well as large-scale investment into infrastructure building and reinforcing decades ago in PR, instead absolutely nothing was done. Its only getting worse because Republicans as a whole, but particularly Trump, are adamant about ignoring the current issues.

Last year, the Supreme Court ruled that Puerto Rico couldn’t file for bankruptcy under Chapter 9, which permits local American governments to restructure debt. That decision is based on an inexplicable amendment to Chapter 9 law by South Carolina Senator Strom Thurmond in 1984 that specifically excludes Puerto Rico. All this essentially cements Puerto Rico’s status as a modern day colony.

Pitbull sends private plane to rescue cancer patients in PR

The American rapper known as Pitbull is sending his private plane to Puerto Rico so that cancer patients can receive treatment in the United States.

Puerto Rico Congresswoman Jenniffer González thanked the singer, whose real name is Armando Christian Perez, for his good deed on Twitter Tuesday.

“Thank you @pitbull for lending your private plane to move cancer patients from PR to USA so that they can get chemo,” she said.

He said his effort to help Puerto Rican cancer patients was the least he could do.

7 Days
It’s been a full seven days since Hurricane Maria slammed into southeastern Puerto Rico as a strong Category 4 storm.

16 Dead
Puerto Rico Gov. Ricardo Rosselló said Monday the official death count from the hurricane has edged up to 16. That’s likely to increase as recovery efforts continue.

11,437 In Shelters
As of Tuesday, 11,437 people were still living in shelters on the island. That’s a decrease of only about 1,000 people since last Wednesday, when 12,500 people crammed into shelters to ride out the storm itself, suggesting that only 8.5 percent of those who sought shelter now have a habitable home or other accommodations to return to.
80 Percent Loss
Hurricane Maria destroyed 80 percent of the value of Puerto Rico’s agricultural industry at an estimated loss of $780 million, The New York Times reports. Banana, plantain and coffee crops were hit the hardest, with entire plantations completely razed.

Of Puerto Rico’s 69 hospitals, only 11 currently have power or fuel.

12 Children
Twelve children at the San Jorge Children’s Hospital in San Juan depend on ventilators to survive. CNN reports the hospital ran out of diesel for its generators on Monday, but secured another two days’ worth of fuel at the last minute thanks to the generosity of another hospital.

11 Billion Gallons
The Guajataca Dam in northwestern Puerto Rico is holding back approximately 11 billion gallons of water. Authorities warned last Friday that the dam had developed a crackthanks to added pressure from the hurricane and said it is in “imminent” danger of failing.

44 Percent Without Water
According to the U.S. Department of Defense, an estimated 44 percent of Puerto Rico’s population is currently without drinking water. Puerto Rico Aqueduct and Sewer Authority officials told Reuters on Tuesday that potable water won’t be available island-wide until power is restored, which could take months.

2,400 Miles
Hurricane Maria wiped out nearly all of Puerto Rico’s 2,400 miles of power transmission lines, leaving the island almost completely without power. Now a week removed from the storm, 97 percent of the island is still dark.

Trump administration forcing Puerto Rico evacuees to pay for airfare: report

The Trump administration is reportedly forcing evacuees from Puerto Rico to sign promissory notes ensuring full repayment for transportation costs and is keeping evacuees' passports as collateral.

MarketWatch reported on Thursday that the State Department is using a longstanding but discretionary policy to ensure that evacuees pay transportation costs, which are based on “the price of the last commercial one-way, full-fare (not discounted) economy ticket prior to the crisis.”

Passports won't be returned to evacuees until payment is received, according to the news outlet, which cited the State Department's website.

“Upon evacuation, a Department of State official must limit an evacuee’s passport. In order to obtain a new passport, an evacuee must arrange payment as agreed upon via the promissory note," the website reads.
When those repayments can be made is a different story.

According to the State Department's website, the loans are managed "by the Comptroller and Global Financial Services office in Charleston, South Carolina," but cannot currently be repaid.

"Currently, loan repayments cannot be completed due to ongoing emergencies in the region. We will update travel.state.gov/evacuate as soon as repayments can be made," the State Department says.

The news comes as the Trump administration faces criticism for the pace of relief efforts in Puerto Rico. Most of the U.S. territory's 3.4 million inhabitants are without drinking water, and electricity could be down on the island for up to 6 months.

On Tuesday, Trump vowed that his administration would receive high marks for Hurricane Maria relief efforts.

“We’ve gotten A-pluses on Texas and in Florida, and we will also on Puerto Rico,” Trump said Tuesday. “But the difference is this is an island sitting in the middle of an ocean. It’s a big ocean, it’s a very big ocean. And we’re doing a really good job.”
